Open Access Policy

Articles published in JPMHR are accessible online immediately upon publication. Readers do not require a personal subscription, institutional subscription, payment, or registration merely to read or download published scholarly content.

Subject to the applicable licence and third-party rights, users may:

• read and download articles;
• copy and redistribute published material;
• print and link to articles;
• search within published content;
• index and catalogue material;
• perform text and data mining;
• adapt or build upon licensed content; and
• otherwise reuse material for lawful purposes.

Reuse is governed by the licence attached to the work rather than by additional permission requirements imposed by the journal.

JPMHR does not impose:

• subscription fees for readers;
• institutional access fees;
• article-level reader charges;
• mandatory registration to read published articles;
• delayed open access; or
• a post-publication embargo period.

Temporary inability to access content because of maintenance, technical failure, cybersecurity response, or infrastructure disruption does not constitute an intentional access embargo.

Under CC BY 4.0, users may share, reproduce, distribute, adapt, transform, remix, and build upon licensed material for any lawful purpose, including commercial use, provided the licence conditions are satisfied.

Appropriate reuse requires, where applicable:

• appropriate credit to the author or authors;
• identification of the original source;
• a link or reference to the CC BY 4.0 licence; and
• an indication of material changes where changes have been made.

JPMHR does not impose additional restrictions that contradict the permissions granted by CC BY 4.0.

Authors grant JPMHR the non-exclusive rights reasonably necessary to:

• publish the Version of Record;
• reproduce and distribute the article;
• host and communicate the work online;
• register and maintain scholarly metadata;
• deposit or distribute metadata to indexing and discovery services;
• preserve the publication through legitimate preservation mechanisms; and
• maintain the work as part of the scholarly record.

Authors remain free to reuse their own work in accordance with the CC BY 4.0 licence, accurate citation practice, and any applicable third-party rights.

Author copyright ownership and reader reuse rights are related but distinct. Authors retain ownership, while CC BY 4.0 grants broad reuse permissions to the public.

Authors are responsible for ensuring that they have appropriate permission or lawful authority to reproduce or adapt third-party material included in their manuscript.

Such material may include:

• figures;
• photographs;
• tables;
• questionnaires;
• measurement instruments;
• scales;
• maps;
• substantial quotations; or
• other copyright-protected material.

Where third-party content is excluded from CC BY 4.0, the published article should contain an appropriate credit line or rights statement identifying the applicable restriction.

Subject to the journal's detailed Self-Archiving Policy, authors may deposit:

• the submitted manuscript or preprint;
• the accepted manuscript or postprint; and
• the published Version of Record.

Appropriate locations may include:

• institutional repositories;
• subject repositories;
• funder repositories;
• national repositories;
• personal academic webpages; and
• other lawful scholarly platforms.

Once the Version of Record is available, authors are encouraged to include the formal citation and DOI or permanent JPMHR article link with archived versions.

JPMHR does not charge:

• a manuscript submission fee;
• a peer-review fee;
• a fee to readers for article access; or
• a paid fast-track acceptance fee.

Payment of an APC does not:

• guarantee external peer review;
• guarantee acceptance;
• influence reviewer selection;
• purchase preferential editorial treatment;
• guarantee accelerated acceptance; or
• prevent later correction or retraction.

Any waiver or concession arrangement is administered separately from scientific editorial decision-making.

All mandatory publication charges should be publicly disclosed before authors make an informed submission decision. JPMHR does not intend to introduce undisclosed mandatory charges after submission.

Authors remain responsible for checking whether their funder, institution, employer, repository, or grant imposes any additional requirements concerning:

• licence type;
• repository deposit;
• acknowledgements;
• data availability;
• rights retention;
• specific metadata; or
• reporting obligations.

Where a legitimate funder requirement is compatible with JPMHR's publishing model, authors should satisfy that requirement through the appropriate acknowledgement, repository, metadata, or rights-retention mechanism.

Preservation and continuity mechanisms may include:

• journal-system backups;
• secure off-site or independent backup arrangements;
• persistent article and DOI metadata;
• repository-based distribution;
• author self-archiving;
• metadata harvesting and discovery services; and
• verified participation in recognised preservation services where operational.

JPMHR will not represent a preservation service as active solely because a plugin has been installed, an application has been submitted, or a service is technically available.

Specific independent preservation participation will be stated only where its current operational status can be verified.

Material changes affecting the meaning, interpretation, reliability, authorship, or status of a published article must not be made silently.

Where a substantive post-publication change is required, JPMHR uses an appropriate transparent mechanism such as:

• correction;
• addendum;
• Expression of Concern;
• retraction; or
• exceptional removal where compelling legal, privacy, or safety circumstances require it.

Retraction ordinarily preserves rather than deletes the bibliographic scholarly record.

Published article information should identify, as applicable:

• the copyright holder;
• the applicable Creative Commons licence;
• the licence URL;
• the publication year;
• the journal title;
• the DOI or permanent article identifier; and
• any separate restriction applying to third-party material.

The journal seeks consistency between webpage licence information, published PDF or HTML content, DOI metadata, and external indexing records.
